Brainerd City’s Safety & Public Works Committee on Jan. 20 approved a final pay request for the M Street Outfall improvement, recommending a payment of $18,170.95 to complete work on the outfall near Evergreen Cemetery and the Bick property. Staff said the Bick property owner reviewed the work and described it as "project is good," and that engineering firm WSB also approved the completed work.
Staff told the committee the final payment amount is approximately 3% under the original bid; the project scope changed when crews backed up a manhole cover after discovering a spring, which shortened the installed pipe and reduced costs by roughly $3,000.
Councilman Jagger asked about a displayed "percentage complete" figure (96.65%) and whether that reflects physical completion. Staff clarified that the voucher percentage reflects payment to date against the original contract amount, not a direct measure of work performed: "that 96.65% is strictly related to the amount the city has paid the contractor," staff said.
Why it matters: approving the final payment formally closes the city’s financial obligation on the project and documents acceptance by the property owner and the city’s engineer.
