Brainerd City’s council voted to approve the signed final pay request for the 2025 chip-seal project, authorizing payment of $158,752.90, Public Works staff member Jesse told the council.
The payment reflects a net reduction from the original contract bid of $162,000. Jesse said the city pays contractors based on measured delivery tickets and actual quantities — for example, gallons of seal-coat material — and that the contractor delivered less product than estimated. “We have the signed final pay request before you for $158,752.90,” Jesse said. He added staff found the total contract is complete and that no retainage is being held.
Councilman Jagger asked whether the city was withholding retainage or if the contract had been formally amended. “So my question is: is the delta coming back to us? Is the delta being held off till spring future work or did it just go away?” Jagger asked. Jesse replied the total contract is finished and the lower final amount is because the city paid on actual delivered quantities rather than the higher original estimate.
A council member moved to approve the final pay request and another council member seconded. The motion carried with the council voting in favor; the transcript records no opposition. The approval authorizes staff to process the final payment and close out the contract record for the chip-seal work.
