Westmoreland County IDC approves RACP cooperation agreement, grants and settlement

The Westmoreland County Industrial Development Corporation met at the Westmoreland County Courthouse on Thursday and unanimously approved four measures affecting county economic-development projects and facilities.
Commissioner Sean Kertes called the meeting to order at 10:14 a.m. The board first voted to approve the minutes of its Jan. 15, 2026, regular meeting after Commissioner Douglas W. Chew moved to approve and Commissioner Ted Kopas seconded; the motion passed unanimously.
In a grouped vote, the board approved Resolution No. WCIDC-2-2026, which authorizes execution of a cooperation agreement among the County of Westmoreland, Chelsea Building Products, Inc., and Chelsea Building Products East, Inc. relating to the Commerce Crossing of Westmoreland — ME 1807 Redevelopment Assistance Capital Program (RACP) grant. The resolution also rescinds a previously authorized cooperation agreement with Chelsea Building Products East, LLC that the record shows was approved March 6, 2025.
The board also adopted Resolution No. WCIDC-3-2026, confirming that the WCIDC expended $2,010,044 of operating funds for Phase I of the Mount Pleasant Glass Centre project and that $1,005,022 of those funds were intended to match Grant ME 4386-00 from the Commonwealth of Pennsylvania Budget Office’s RACP program.
Separately, the board authorized execution of Grant Agreement C000095742 with the Commonwealth Financing Authority to accept a Local Share Account/Statewide Facilities Program grant of $70,000. That grant is designated to cover costs related to replacing the geothermal system at the Greenforge Building in Hempfield Township.
The board approved a Settlement Agreement and Release with Golon, Inc., through its surety Aegis Security Insurance Company, connected to construction of District Court 10-3-05, and authorized Executive Director Jason W. Rigone to execute the agreement on behalf of the WCIDC.
Each motion reported in the record was made and seconded by members of the three-commissioner board and recorded as unanimously agreed. The meeting adjourned at 10:16 a.m.
