City staff described two options: leave the storm sewer in place and record a utility easement across the school and adjacent private property (which staff said would result in no cost to the city), or have the school district reroute or privatize the line and potentially accept future responsibility for its configuration. Staff said engineering review will determine whether rerouting is feasible within the school's lot, and that when A Street is reconstructed in the future, profiles and catch-basin routing could be adjusted.
A council member asked whether the parking extension includes the parcel where a church had been torn down; staff confirmed the planned parking area would extend north of Prospect, across Prospect and south into the former church parcel.
After discussion, Alderman Furkey moved to approve the resolution discontinuing Prospect Street from A Street North to Ninth Street North; the motion was seconded by Alderman Austin and the council voted "ayes have it" with an 8–0 result.
