St. Joseph County commissioners approve accounts payable, court IT upgrades and archives membership renewal

The St. Joseph County Board of Commissioners on April 21 approved a package of routine administrative items, including ratifying the April 14, 2026 accounts payable docket and several court and archives service contracts.
Kristen Swirnsky, controller for the St. Joseph Probate Court, told the board she was requesting approval of a MAPS consulting services contract renewal to upgrade the operating system for the court’s Quest server. Richard Warfield, identified as the county IT director, said the work "is for the update of the operating system for their Quest server, which handles... the court" systems. The board moved and seconded the contract renewal and Commissioners Martin and Hazen voted "Aye," with the motion carrying.
Swirnsky also requested approval of a For the Record courtroom recording system to be paid from service-contract funds in department 39; the commissioners approved that purchase in the same vote sequence. Later, Katrina Carter, director of the St. Joseph County Archives, asked the board to renew the SPA membership with E M and Gene Data, a renewal that extends warranty coverage for two scanners used by the archives; the board approved that renewal.
Earlier in the meeting the board voted to amend the agenda to add the ratification of the April 14 accounts payable docket, then approved that ratification. The board also approved resolution R5C 2026, listed "for Carolyn Smith," by motion and voice vote.
All procedural motions recorded in the meeting transcript passed by voice vote with the commissioners identified as voting "Aye." The meeting then moved to public comment without further board debate on the contract items.
