CROG reports record LOTS applications and recommends 20 projects for funding

Staff reported that the 2026 LOTS solicitation drew 36 project applications requesting more than $84 million, the highest submission count and funding request in the program’s history. CROG staff said the cost review committee met in advance of the meeting, unanimously approved rankings, and recommended 20 projects for reservation totaling roughly $49 million across reconstruction, standalone sidewalks, bike-and-ped and rural set-aside categories.
Stephanie noted that CROG anticipates 18 design submissions in Q4 FY2026 and highlighted two DOT commitments to fund major reconstruction projects (East Hartford Goodwin Street at about $3.88 million and a New Britain roundabout and road diet at just over $5.2 million). Staff emphasized that reserved amounts and selected projects reflect the committee’s prioritization and that the recommended rankings will be forwarded to the policy board for final action in May.
Patrice Carson moved to approve the proposed LOTS rankings and recommend them to the policy board; members voted in favor and the rankings were approved as presented. Staff thanked municipalities for their submissions and said they will continue processing design submissions and authorization steps.
