City Manager Shawn Lewis presented the packet of upcoming agenda items, highlighting a March 2026 General Fund monthly financial report, a progress report on the economic development strategic plan and a planned study session to gather Council feedback and suggested modifications. Council members agreed the strategic-plan discussion would likely require more than 20 minutes and settled on a 40-minute slot to allow fuller deliberation.
Staff and council also discussed Council Bill 38, which would amend the municipal code to expand allowable trash pickups for small trucks. City Attorney Tamara Nauws said the proposed change would permit small-truck haulers to pick up on additional weekdays beyond the current Monday-and-Wednesday restriction, but only for small trucks operating in alleys. Staff recommended removing certain items from the consent agenda for fuller council consideration, including a first-reading item on state housing laws and a City Clerk authority item related to forwarding FCPA complaints as permitted by “CRS section 145,” as noted in the packet preview.
The meeting previewed several other items scheduled for future council consideration, including an IGA amendment with Englewood schools, an IGA with the City of Sheridan for a shared building-electrification specialist position paid through a grant (no local match), an updated Arapahoe County IGA for public-safety radio usage, and an IGA with Englewood and Adams County for two local air monitors under a CLEAN program. Staff also called out a motion to approve a $900,000 grant described in the packet as awarded via an IGA from “Dr. Cog,” along with easements tied to utilities and stormwater drainage projects.
Council members submitted several follow-up requests for staff: improved welfare-check procedures for library restrooms, a memo answering questions about nuisance/condemnation and lien processes, and a review of code restrictions or allowances related to data-center siting. No formal motions or votes were taken during the mayor–manager session; the meeting concluded after the packet and calendar review.
