At the district board meeting May 21 the Newport‑Mesa Unified School District and the Newport‑Mesa Federation of Teachers (NMFT) followed the procedural steps required to begin limited reopener negotiations for 2026‑27.
Legal counsel and district staff opened public hearings for both NMFT's initial proposal and the district's response. NMFT's public hearing drew no in‑person comments and the board voted to receive the union's initial proposal. The district then opened and closed a public hearing on its own initial proposal. Both proposals cover limited articles for reopener negotiations: Article 3 (hours and days of employment), salary, and health and welfare benefits; NMFT stated it opposed opening Article XI (leaves).
After closing the hearings, trustees moved and seconded motions to accept and approve the proposals, and roll‑call votes were unanimous on both items.
The votes fulfill procedural requirements for commencing reopener bargaining and do not represent final agreements. District labor staff and NMFT will begin negotiations under the agreed scope.
