Board members and staff described two bid options: a full fence for the enclosure or a narrower approach that combines a service road, a gate and short fence segments. Staff said the service road would be finished with crushed granite and a class‑5 base so maintenance trucks can access the ice‑skating area and service utilities without tracking through the soccer pitch. The board emphasized that the road is intended for “absolutely necessary” service access, such as delivering ball‑field material and servicing lights and score clocks.
Members debated tradeoffs between preserving green‑space aesthetics and providing necessary access for maintenance. One board member said the design keeps vehicle access to the park’s edge rather than driving through the center, while others urged caution about vehicle use during wet seasons. The board settled on placing boulders around the gate approach to preserve a natural look and prevent casual vehicle entry.
A motion to approve the service road, the 12‑foot gate and the use of boulders in place of chain‑link fencing carried unanimously during the meeting. The board did not set a separate timetable for construction beyond staff’s comment that fencing installation could occur within two to three weeks and that mid‑July targets are realistic for some elements depending on site conditions.
The board noted it will use staff judgment to restrict road use during high‑water or soft‑ground conditions and asked staff to consider long‑term maintenance implications of the chosen surfacing.
