CRA finance staff presented a financial oversight project plan on April 21 that outlines a short‑term risk assessment, data collection, forensic transaction testing and recommendations for remediation and monitoring.
Alan Lawson, CRA Director of Finance and CFO, described an initial audit phase focused on statistical reviews of P‑card transactions, cash disbursements and procurement processes and said payroll and capital asset misuse were assessed as low risk. Staff emphasized document preservation and evidence gathering and said the project will include policy reviews and potential recovery actions if controls gaps are found.
The board voted unanimously to approve the financial oversight plan. Later in the meeting, commissioners approved a revised purchasing‑card policy (motion passed 4–1) that staff said would tighten prohibited use categories and reduce P‑card counts and spending by centralizing procurement and enforcing policy.
Supporters said recent city P‑card policy updates sharply reduced improper or ad‑hoc purchases and generated savings; opponents cautioned that investigative language should be framed as risk assessment rather than presuming fraud in public messaging. Staff agreed to adjust wording in public documents to emphasize risk assessment and controls.
