City and CRA approve interlocal agreement to formalize shared services; one dissent cites concern about centralized control

The City of Boynton Beach and its Community Redevelopment Agency on April 21 approved an interlocal agreement authorizing the city to provide interim executive director services, human resources, financial oversight and information technology support to the CRA.
CRA interim executive director Dan Dugger and the city's attorney explained the agreement would ratify Dugger’s interim executive duties, permit the executive director to delegate appropriate city management staff, and consolidate several administrative services. The draft included financial estimates that staff cited during discussion: a $300 annual supplement routed through the city manager for executive services (as described in the draft), an estimated $20,700 annually for HR services (with a 5% escalator), approximately $55,000 annually for financial oversight, and IT services estimated at about $32,194.96 per year.
Several board members supported the consolidation as a way to increase efficiency and oversight; one member dissented, saying the change risked blurring lines between two separate governmental entities that manage tax‑increment funds. The board carried the ILA on separate motions (CRA and city capacities) by a 4–1 vote.
The ILA allows either party to terminate any of the listed service categories on 60 days' notice (30 days for cause) and requires future renegotiation on renewal. Staff said the agreement is intended as an interim measure while the CRA assesses organizational needs.
