Delegates honor retiring colleagues Barry S. Celebrity and Pam Queen; House creates interim birthday caucus

Members of the Maryland House of Delegates spent the opening portion of April 11 honoring long-serving members and marking lighter floor business before the day's legislative work.
Delegates from Frederick, Montgomery and other counties offered personal tributes to Delegate Barry S. Celebrity, praising his humor, service to Montgomery and Frederick counties, and long tenure. The clerk read a resolution recognizing his 16 years of service and directing the resolution be presented on April 11, 2026. Celebrity thanked members briefly.
Later the House read a second resolution honoring Delegate Pam Queen on her retirement after eight years of service. Colleagues lauded Queen for her work on banking, consumer protection, and advancing access to health screenings; representatives of the Legislative Black Caucus and other caucuses offered praise.
Members also established an "interim birthday caucus" to recognize members born outside the 90-day session and distributed cupcakes and lemonade as part of the informal acknowledgment. The resolutions were adopted as ceremonial items and will be recorded with the clerk.
These recognitions preceded the legislative calendar and a lengthy debate later in the day on the Voting Rights Act (SB 255).
