The Destin City Council on Tuesday moved a cluster of planning and spending items forward with unanimous votes.
In a public hearing, the council adopted ordinance 26‑13‑LC on second reading to amend the land development code so that staff performs review of single‑family residential docks rather than the Harbor & Waterways Board or City Council. Ms. Capps presented the ordinance; no public speakers addressed the item and the council adopted it 5–0.
On tourism funding, staff recommended three Tourist Development Council allocations: $750,000 for an advance funding agreement payment, $884,922 for beachfront park operations, and $70,000 for beach access improvements. Councilwoman Bagby moved (seconded by Councilwoman Neighbor) to approve the three allocations and to prioritize the remaining roughly $1.2–$1.3 million in unallocated TDC funds for improvements at Norriego Point; council approved the recommendation 5–0.
Separately, the council approved a contract to replace the community center roof after hearing that the installation carries a two‑year contractor warranty and a 20‑year manufacturer warranty on materials. The motion to proceed with the contract passed 5–0.
The council also approved a restatement of the city thrift (retirement) plan documents (resolution 2016‑07) that ends new participants and vests current participants as of Jan. 1, 2026; that resolution passed 5–0.
All measures were approved without recorded opposition; staff listed follow‑up steps and timelines for implementation, including the Norriego Point ribbon cutting scheduled the week following the meeting.
