Committee rejects bids for wastewater aeration-basin work; staff cites deferred maintenance and estimates about $30 million program

The Village of Jackson Budget & Finance Committee voted April 21 to reject bids for upgrades to the wastewater treatment plant’s aeration basins and include the work in the 2027 service-building upgrades project.

The motion to reject the bids and roll the work into next year’s projects was made by Olsson and seconded by Wells; the committee voted in favor.

A committee member asked whether the aeration-basin work was being driven by a permit requirement or by the plant’s physical condition. A staff member replied that the basin project is driven largely by deferred maintenance and deteriorated concrete walls that have required repeated temporary repairs. “The whole process is expected to take approximately 30 million if my memory serves me correct,” the staff member said, adding that some of the work is maintenance, some stems from Department of Natural Resources (DNR) requirements and other portions are intended to increase capacity to expand the sewer service area.

Committee members did not request a separate vote on a funding plan during the meeting; the motion recorded was limited to rejecting the current bids and incorporating the work into next year’s scope. There was no recorded amendment or alternate funding directive in committee.

What happens next: the committee’s recommendation sends the project plan for inclusion with 2027 service-building upgrades; any future contract awards, funding authorizations or special assessments would return to the Village Board or committee for formal action.
