Council adopts supplemental budget amendment and advances Brown Road construction contracting

At the April 20 meeting the council adopted Resolution 3256, a supplemental budget amendment for FY2025-26. Assistant Finance Director Katherine Smith said the supplemental authority includes approximately $1.5 million in adjustments across legal appropriations and capital projects; some items (inspection services tied to WWSP/CIP) are offset by corresponding reimbursements.
Councilor Skull asked for clarification about reimbursable CIP items; Finance Director Keith Kek (spoke during Q&A) explained those expenses are incurred and then reimbursed by the responsible agency, so the supplemental action provides budget authority while receipts are recognized when they arrive.
Separately, the Urban Renewal Agency adopted a consent resolution (URA Resolution 358) authorizing the city manager to execute a construction contract with Knife River Corporation Northwest to construct the Brown Road improvements project.
Both actions passed unanimously. Staff said they will track reimbursements and advise council on expected cash flows as projects proceed.
