On April 20 the council approved Ordinance No. 902 on first reading, updating Wilsonville municipal code to shorten the allowed street-parking enforcement timeline and to clarify what constitutes an abandoned vehicle.
Under the changes staff presented, stored vehicles that meet the city's criteria for prolonged on-street presence may be subject to enforcement after 48 continuous hours and vehicles characterized as "abandoned" would be defined as unoccupied for 24 hours and meeting one or more conditions including having no plates, no insurance, appearing inoperable, or being partially dismantled or wrecked. City attorney staff also clarified towing-with-notice provisions to make the statute text consistent across code sections.
Amanda Guile Henman and law clerk Hannah Young told council the goal is a compliance-first approach that improves public-safety response time for long-term street parking and nuisance vehicles while allowing time for outreach. The ordinance includes a delayed effective date of July 1, 2026, to support a community education campaign before enforcement begins.
Council adopted the ordinance on first reading by a unanimous vote; staff said the second reading is scheduled for May 4 and the planned implementation date allows time for HOA and community outreach and coordination with code enforcement and the police department.
