Planning commission approves seawall, dock and new waterfront house at 9 Meadow Place with conditions

The Planning & Zoning Commission unanimously approved a final coastal site plan on April 14 for a new single-family dwelling, seawall replacement and associated dock and site features at 9 Meadow Place.
Applicant representative Tom Hegny and contractor Mr. Deandria addressed staff and conservation comments and described a two-component sand-filter stormwater approach accepted by DPW engineering. Deandria explained that in the coastal, tidal setting sand filters were chosen because they provide greater surface area and longer residence time before discharge; he noted, “there is no mitigation against the tide” for 100-year tidal inundation.
The commission’s motion to approve included standard conditions: the reconstructed seawall must be located and no larger than the existing wall and be clearly shown on permit plans; Connecticut DEEP licenses for the pier, floating dock, boat lift and seawall reconstruction must be obtained prior to zoning and building permits for marine structures; and all remaining departmental comments must be addressed before final sign-off. The motion passed 5–0.
The applicant will submit the finalized plans for zoning permit sign-off in phases (landward elements first, followed by marine elements once DEEP licensing is secured).
