Kent County staff presented the administrator's recommended 2027 Capital Improvement Program (CIP) to the Finance & Infrastructure Committee. The proposal includes 24 projects at a total cost of $8,290,600, with proposed financing consisting of approximately $7,922,533 from general fund support and $368,67 from other sources, consistent with the county’s policy that a minimum equivalent of 0.20 mills be allocated to CIP annually.
Commissioners thanked staff for the review and asked whether the county had the right balance between capital spending and competing general fund needs; several members requested ongoing evaluation of the millage equivalent and expressed support for the newer CIP review process that provided an advance overview. Vice Chair Hildebrand moved the recommendation; Commissioner Hollstead supported it and the committee approved the item by voice vote. With committee concurrence, funding for the listed projects will be included in the county's 2027 budget scheduled for Board approval on Aug. 27, 2026.
