Council approves right‑of‑way transfer to SCDOT and several routine items; proclamations and reappointments also passed

On April 21 Richland County Council unanimously approved an ordinance granting a 0.122‑acre right‑of‑way to the South Carolina Department of Transportation for intersection improvements, adopted proclamations and several committee reappointments, and approved consent and other routine items.
During its April 21 meeting Richland County Council recorded several formal actions and votes:
• Right‑of‑way transfer (Ordinance 15A): Council approved on second reading an ordinance authorizing a 0.122‑acre right‑of‑way transfer (TMS R22902‑01‑84) to the South Carolina Department of Transportation and a grant of deed for intersection improvements. The motion carried on roll call.
• Proclamations/resolutions: Council adopted a proclamation recognizing Ridge View High School’s boys basketball team for its 5A Division 1 state championship and a resolution recognizing J. Kenneth "Kenny" Mullis Jr. for receiving the Hugh Hammond Bennett Southeast Regional Producer Award; both received applause and were approved.
• Appointments and reappointments: Rules and Appointments recommendations to reappoint Betty Ethridge, Chip Henley and W. Moultrie were approved, and the H‑tax appointment of Danielle Isaac was approved with remaining vacancies to be re‑advertised. A substitute appointment to the Riverbanks Park Commission (Elizabeth Portee) was approved separately and is reported in more detail elsewhere.
• Consent and other items: Consent items 14A–C and items 17A–E were approved by roll call; motions to reconsider those approvals subsequently failed.
The meeting also recorded an executive session for a legal update (Community Development Corporation v. Richland County) with outside counsel present; the record reflects no action was taken in executive session.
Votes were recorded by roll call in the transcript and the clerk noted the results for each motion.
