ABC Unified board approves special-education settlements and an expulsion after closed session

The ABC Unified School District board on April 21 reported that it approved several special-education settlement agreements in closed session and adopted an expulsion recommendation for a student following administrative hearing findings.
President Nyola said the board approved a special-education settlement that was reported in closed session as $70,000, including $15,000 in attorney fees and $55,000 in compensatory education for OAH case number 2025110426. The board also approved a settlement reported as $27,182.75 with $8,700 in attorney fees and other educational reimbursements for OAH case number 202620937. A third settlement was discussed for a student identified by ID 471-976; the transcript’s amount was unclear.
The board also accepted the administrative hearing panel’s recommendation to expel student case 2526-2 for violations of Education Code §48900 and related sections, and adopted the panel’s plan of rehabilitation. The board set Dec. 15, 2026 as the date to review the student’s possible readmission. The expulsion motion was moved and seconded; on a roll-call vote the result was recorded as six yes votes and one abstention (Mr. Nishi), and the motion carried.
Board policy under the Brown Act required the board to report only limited details after the closed session. President Nyola said the items were considered pursuant to Government Code §54956.9 and related provisions.
What’s next: The board’s readmission review for the expelled student is scheduled for Dec. 15, 2026. The district said it would provide more detailed outcome and next-step information when procedural confidentiality allows.
