The Murrieta City Council on April 21 adopted a revised policy for Town Square Park and the amphitheater that aims to increase use while recovering event costs.
Staff and the Town Square Amphitheater Subcommittee presented a new fee schedule that lowers hourly rental rates, combines dressing-room and cleaning charges, includes high‑powered lighting as part of rentals for safety, and reduces monument‑area reservation fees. The council also adopted a new "presenting sponsor" category intended for week‑long, high‑impact events; the subcommittee proposed the Rotary Field of Honor for that designation.
To fund future event-related capital improvements, staff proposed an alcohol cost‑recovery approach based on estimated maintenance impacts and capital needs. Staff estimated total additional costs per event at roughly $5,262, which divides to about $0.86 per attendee; council rounded planning assumptions conservatively and adopted the approach at council direction.
Council members praised long‑running signature events such as Tour de Murrieta, the Rod Run and the Field of Honor, and discussed how to treat events that change format or sponsors in future years. Council adopted the revised policy and fee schedule unanimously.
The new policy also directs staff to publish clearer online planning tools and event checklists for organizers to streamline permitting and increase transparency about safety and cost expectations.
