Treasurer flags endowment funding uncertainty and contingency reserve amid federal volatility

Treasurer Eric Russell told the Greenwich town hall that Connecticut's Early Childhood Education Endowment has been seeded and is intended to expand access to child care, but its long-term funding depends on annual surplus flows.
Russell said the endowment was seeded with $300 million and that the program's goal is to expand early-start slots, improve workforce pay and support families so more parents can return to work. He said the administration expects by fiscal year 2028 that families making under $100,000 in qualifying programs would have access to free early child care.
On funding mechanics, Russell said the endowment is designed to be funded from annual surplus to avoid creating budgetary deficits, but that projected surplus has declined during the current fiscal year. "Right now our projected surplus is $33 million," he said, and he added the administration had set aside an additional $500 million last year to create flexibility; he said roughly $330 million remained in that contingency bucket.
Russell cautioned that federal policy uncertainty (possible cuts to food assistance and Medicaid) and administrative burdens shifting to states make budgeting more volatile and may require using contingency reserves or legislative action.
He also described the Safe Harbor Fund, a privately raised effort the treasurer's office is coordinating to help people travel to Connecticut for reproductive or gender-affirming care with assistance for transportation and lodging; Russell said the office is working with other states planning similar funds.
In response to audience questions, Russell said the endowment and contingency will be part of the ongoing budget conversation in the legislature and that there is broad interest in maintaining a meaningful commitment to early childhood investment.
