Commissioner Baldridge proposed adding language that items placed on the agenda by a council member must be listed under old or new business rather than being repeatedly reintroduced in leading positions. The motion carried after discussion and a roll‑call vote.
Council also considered language that would prevent substantially similar items rejected by a majority from being returned to the agenda for a cooling-off period. After a discussion about Robert’s Rules and legal defensibility, council settled on a three‑month window for reintroduction of substantially similar items unless a majority of those who voted against the original measure agreed to reintroduce it earlier.
The council directed the city attorney and staff to revise the code’s order-of-business language to reflect the adopted approach and bring a clean ordinance back for formal adoption.
