The Harford County Council approved Bill 26-002, a supplemental appropriation to cover certain unexpected expenses related to MSDE matters, by a vote of six in favor and one absent. Council President moved and the motion carried; the bill will be enrolled and the text confirmed as passed.
Separately, the council voted to revise its rules of procedure for public commenters to require sign-ins that include name and ZIP code instead of full street addresses. Proponents argued the change protects residents who may be reluctant to provide full addresses on a televised meeting and will encourage broader public participation. Councilmember Bennett called the change long overdue and said it should make vulnerable residents more comfortable engaging with the council.
The council also received readings of Resolution 10-26 (property tax rate) and Resolution 11-26 (FY27 capital improvement program) and announced public hearing dates for budget and tax items in early May.
