The October 2025 resolution of censure imposed measures including suspension from certain committee assignments and city‑sponsored activities, limits on use of city vehicles, oversight of communications with staff through the city manager and a requirement to complete trainings (harassment prevention, ethics, professional conduct and anger‑management) plus a recommended written apology.
Status update: City staff reported that Human Resources had prepared a schedule for the required trainings in April 2026, but that the council member requested additional time and the scheduled sessions were cancelled. No alternative training schedule has been finalized; the city attorney said the restrictions remain until the council accepts completion of the trainings. No formal action was taken at the meeting; the item was presented as a status report.
Council reaction: Members expressed concern for staff welfare and noted the council retains authority to reinstate privileges only after trainings are completed and accepted. One council member cited medical reasons for delayed participation and members said they hope for a resolution that balances staff safety and the council member’s health needs.
