Councilors authorized staff to rebid stabilization and preservation work for the RTC building and requested updated cost estimates for several potential add‑ons.
Staff said Stantech advised that 2021 estimates are no longer reliable and recommended rebidding the project to provide an "a la carte" menu of current numbers. Staff noted a $392,000 state funding allocation that must be spent by Jan. 14, 2027, and requested guidance on whether to include additional items in the rebid to obtain cost estimates even if state funds may not cover them.
A councilor moved to engage Stantech to prepare a rebid; discussion followed about adding elevator condition/costs (accessibility), lighting in basements and stairways, fencing and cameras. One councilor said including the elevator number is useful even if the council later decides not to pursue it: "if it was included in this...we'd have a number and then some other organization comes along and says...we'll help fund this then we've got a way to answer the question." Staff estimated Stantech's fee to prepare rebid documents at $11,200 plus $1,000 in reimbursable expenses; staff said the fee would come from existing grant/fund balances.
Staff will check with the state to verify which items qualify under the stabilization/preservation grant and return with updated numbers; the council approved proceeding with the rebid and asked that any additional estimated costs be provided for review before the Monday agenda if possible.
