The Whitley County Consolidated Schools Board on April 20 approved a proposal for a downtown designated outdoor refreshment area (DORA) after discussion about map boundaries and proximity to school property.
A trustee raised concerns about expanding the DORA footprint near the school’s parking lot and asked why the map extended into certain blocks. Administration responded that the proposal would not place the DORA directly in front of the administration building and that the area under consideration primarily captures an alley and portions adjacent to restaurants and parking; final boundaries would be finalized by the city and the DORA requires city approval and state authorization.
Trustees asked about hours and renewals; administration reported the city council determines hours of operation and that the city indicated the DORA would not require annual renewal but boundary amendments would require a formal city council amendment. Several trustees said they were comfortable with that approach; one trustee voiced opposition citing small-town values and concerns about open containers near sensitive areas.
On a roll call, eight trustees voted to approve the downtown DORA and one voted no. The board recorded the motion as passing 8–1.
