Board approves out-of-district enrollment caps to prioritize in-district students

The Whitley County Consolidated Schools Board on April 20 approved proposed enrollment caps for out-of-district transfers for the 2026–27 school year, a policy that prioritizes in-district students when class-size thresholds are reached.

Administration described the policy as part of annual enrollment planning. Officials said the district sets target ratios to ensure services for in-district students take precedence when space is limited. The presentation noted a 25-student target for general-education classrooms K–12; administrators discussed different caps for specialized and special-education classrooms and said the district monitors certified counts (special education counts were certified in April).

Supervising staff explained how transfer decisions are made when caps are reached: priority considerations include sibling status, existing attendance or academic concerns, and whether the district has staff and capacity to meet specialized needs. Officials said that in some specialized classrooms (preschool, life-skills, behavior skills), caps are lower to reflect staffing and service requirements.

Board members asked how the district implements priority decisions in practice. Administration said decisions rely on enrollment forecasts, April special-education counts and local staffing capacity; in some cases the district will deny out-of-district transfers after the cap is reached, with limited exceptions such as siblings.

A motion to approve the proposed enrollment caps passed by unanimous roll call.
