Nantucket project manager outlines Somerset sewer extension, roadway and multi‑use path proposal

Kevin Emanuel, projects manager for the town of Nantucket, presented Article 15 and Ballot Question 5 to voters, describing a plan to extend sewer and water infrastructure into the Somerset area and to make related roadway safety and pedestrian/bicycle improvements.

Emanuel said the project would install new sewer lines, a wastewater pump station and new water mains, covering more than 30,000 feet of sewer lines and roughly 7,000 feet of water mains. The plan also includes roadway safety upgrades and a new multi‑use path along Raceway Drive and Somerset Lane.

The presenter framed the work as part of Nantucket's sewer master plan and comprehensive wastewater management plan and said the Somerset area has been identified as a place where septic systems add nitrogen to groundwater and nearby water bodies. "Connecting homes to the town sewer system will help lower nitrogen pollution and support Nantucket's water quality goals," Emanuel said.

Emanuel said the sewer extension is being planned to allow nearby areas he identified as "Humuck North" and "Hum South" to connect in the future. He gave a tax‑impact example, stating that an affirmative vote would increase the annual town tax bill for a year‑round property assessed at 1,878,950 that qualifies for the residential exemption by approximately $7,161 annually for 20 years.

The presentation noted the proposal is consistent with the select board strategic plan's focus on transportation and environmental leadership, saying the project would improve road safety, protect water quality and update wastewater systems. Emanuel summarized that the project would upgrade wastewater infrastructure, protect water quality and improve safety on local roads for the community.
