The San Clemente Planning Commission voted to approve a development permit for alterations and a previously unpermitted 543-square-foot living-room addition at 104 West Anita (Project 25-472), finding the project compatible with zoning and nearby historic resources.
Staff presented the proposal and told commissioners the house was constructed in 1961 and the addition functions as a living room that exceeds the 500-square-foot threshold triggering planning commission review because it abuts a historic resource. Proposed changes include a front façade remodel, raising a garage roof plate about 1 foot 6 inches, relocating the chimney and removing a rear deck. Design Review Subcommittee feedback — including changing the chimney material from brick to stucco for compatibility — was incorporated into the submittal.
Applicant Jeff Wood, who said he and his family recently bought the home and seek to make it safe and livable, described interior reconfigurations that create a fourth bedroom and third bathroom within the existing footprint and stressed that setbacks will not change. Staff recommended approval and concluded the project meets required findings and is categorically exempt under CEQA.
Commissioner Camp moved to approve the project as presented; the motion was seconded and the commission voted to adopt Resolution PC 26-012 and the development permit with attached conditions. Staff noted the permit is approved by the commission but the applicant must await the next city council approval of minutes and then may pull permits at the counter.
The permit approval includes the changes presented and the DRSC-requested material revisions; no changes to setbacks were required.
