The approved policies included resolution 26‑414 (budget procedures policy), 26‑415 (budget transfers policy), 26‑416 (enhanced access to public records), 26‑417 (updated Freedom of Information Act policy) and 26‑418 (repeal of obsolete policies). During discussion, staff explained that the budget procedures rewrite removed an automatic continuation budget provision and that the enhanced access policy clarifies fees and access for databases distinct from FOIA requests. The repeal motion removed three outdated policies including an equalization data processing policy and an emergency expenditures policy.
On technology and payroll, the board accepted a substitute resolution (26‑419) to procure a web‑based time and attendance system from Andrews Technology. The system will integrate with the county’s BS&A payroll software, offer automated scheduling and reporting, provide employee dashboards, and support optional time‑clocks (including biometric readers). The presenter said the quoted package includes accessories and is a maximum price; departments will finalize which accessories they actually purchase. A roll‑call vote recorded all commissioners in favor.
Board members said the new system should reduce overtime costs, improve payroll accuracy, and allow departments to approve timesheets and leave requests from mobile devices. The board also approved a departmental restructuring (26‑420) meant to align building inspection revenue with inspection operations and to add dedicated staff for blight enforcement, as well as amended rules of organization (26‑422).
