The Cedar County Board of Supervisors on April 14, 2026, approved several routine and administrative actions during its regular meeting in Tipton.
On motions recorded in the minutes, the Board unanimously approved the meeting agenda (moved by Supervisor Bixler, seconded by Supervisor Barnhart), the April 7, 2026 minutes (moved by Supervisor Gaul, seconded by Supervisor Barnhart), and claim disbursements #445400โ#445522 paid on April 9, 2026 (moved by Supervisor Barnhart, seconded by Supervisor Bixler). The minutes record those votes as "Ayes: All." Five supervisors were listed as present: Bixler, Barnhart, Gaul, Kaufmann and Chairperson Bell.
The Board also approved waiving the 14-day waiting period for Logan Hoffman and Dircks Farms, Inc. by unanimous vote.
Public Health Director Wagaman presented a proposed 28E Agreement between the Board of Supervisors and the Board of Health for Environmental Health that she had worked on with HR Attorney Galloway. Supervisor Gaul moved and Supervisor Kaufmann seconded approval of the 28E Agreement, with the minutes noting the approval is pending the Board of Health decision. Wagaman asked whether vendors at the county Health Fair must provide proof of insurance for using the lawn; the Board gave consensus for Supervisor Barnhart to check with Heartland and report back.
IT Director Pierce raised a procedural question about what access a zoning employee would need; the Board discussed the RFQ process and directed Auditor Welch to contact Attorney Galloway to initiate that process. The Board expressed interest in using GeoPermits moving forward.
Veterans Service Officer Hamann requested permission to purchase a popcorn maker using a $10,000 allocation she received for outreach work. The Board recorded a consensus to approve the purchase for outreach programs.
Financial note: the minutes record a handwritten disbursement issued 4/10/2026 to the Cedar County Treasurer for Benefits, Inc., #445523, in the amount of $16,116.84 to cover self-funded medical claims. The Manure Management Annual Updates filed by Richard L. Schumaker (Farm #62810) and BC Pork (Farm #65858) were noted in the record.
