The North St. Paul Arts and Culture Commission voted on June 4 to approve its 2026 budget request, adopting an amended proposal that raises the mural-project line and returns the commission’s total to $26,000.
Staff presented a budget rolled forward from 2025. The proposal included utility-box wraps (phase 4) at $7,000, art-cart supplies at $500, mural project at $12,000 (later amended), public art at $5,000 and branding/communications at $1,000. Commissioners discussed increasing support for art classes and events and the logistics of expanding monthly art nights.
Commissioner Carrie Neto moved to approve the budget with an amendment to increase the mural-project allocation to $12,500 so that the commission’s total matched last year’s request. "I make a motion to vote yes on this budget that Tom read out with that $26,000," Carrie said; the motion was seconded by Eliza Verma. Chair Tom Sonic called for a voice vote and declared the motion carried.
Commissioners flagged a few operational concerns during debate, including the timing of contract signing and payment against fiscal-year constraints and the need to stagger events so staff resources and artist payments align with council budget approvals. Commissioner Sharon Clark Williams and others favored a gradual increase in art nights (for example from six to eight annually) rather than immediately moving to monthly events.
Next steps: The commission will submit the budget request to the city’s finance office; staff will work on timelines and contract language to ensure events and artist agreements comply with fiscal-year rules and city procurement requirements.
