Council approves 2026 community arena rates and adds $10,000 to capital reserve

The Fergus Falls City Council voted Aug. 18 to adopt revised 2026 community arena rates and to add $10,000 to the arena capital fund to shore up reserves for future repairs and equipment replacement.
Council Member Leighton, who asked to move the item out of the consent agenda for discussion, said the additional contribution would help pay for capital items including pumps, refrigeration and dasher boards. “I feel that the fund should be raised by $10,000,” Leighton said, framing the increase as a precautionary measure to restore the fund balance.
Staff member Bill said he had emailed user groups to notify them of rate proposals but that many groups were already taking registrations for the upcoming season and likely had set fees. He described an ongoing reconciliation process that protects most operating adjustments from refunds or charges except for a dedicated capital account that the city retains for repairs.
Council debated modified hourly numbers proposed for ISD 544 (schools), Fergus Falls Hockey Association and the skating club and the split of the $10,000 among stakeholders (school district, hockey association, skating club, city). Supporters said the small per‑user adjustment was necessary to maintain facility operations; some members noted the city’s existing capital balances and past uses of those reserves.
After discussion council approved the resolution by roll call. Staff documented the arena capital account balance at about $191,500 in the active account and an additional ~$292,000 in an older capital account, for roughly $483,000 in total reserves between the two funds, down from historical highs.
Council instructed staff to proceed with the adopted rates and capital funding increase and to continue communications with user groups about reconciliation and budgeting.
