Council authorizes bids for Lincoln Avenue alleys and possible parking-lot alternates

City Engineer Kyle Meyer presented plans and the engineer’s estimate for PI5855, a reconstruction project covering alleyways between Lincoln Avenue and Cavor and adjacent parking-lot alternates. The base bid (alley/storm work) was estimated at about $280,000; the total alley project cost including contingencies and associated costs was presented at about $385,000. Three parking-lot alternates were estimated at roughly $293,000 combined.
Meyer told council the project responds to utility work that has torn up alleyways; the scope includes pavement replacement and storm-sewer repairs and inlets. Staff outlined potential funding sources: an expected $72,000 contribution from utility companies, roughly $219,500 from a city fund, and approximately $93,500 from Minnesota Streets and Highways (MSA) funding, with an additional portion possibly charged to the stormwater fund depending on final scope.
Council asked whether bidding the alternates raised costs; staff said including alternates in the bid package does not add design cost now and gives flexibility to accept or reject alternates after bids are received. After discussion, a motion to authorize advertisement for bids (including alternates) was made and passed.
Staff will return with bid results and a funding recommendation after bids are opened so the council can choose which alternates (if any) to accept based on actual construction prices and available funds.
