Council approves MOU with MState to formalize campus assault reporting

Council approved advancing a memorandum of understanding (MOU) between Fergus Falls Police and MState Fergus Falls to the consent agenda. Connor West presented the MOU, saying the city already shares incident information with the college and that the updated agreement is intended to meet statutory requirements and improve data tracking.
"We already do that… they reach out during the school session to obtain information related to crimes that occur on the campus," Connor West said, describing current practices and the MOU’s role in formalizing them. Staff told council the MOU had been signed previously in 2016 and the college requested an update to refresh signatures and dates.
Council asked whether the city is the primary law-enforcement agency for the college; West replied that the college currently has no separate police force and the city is the primary agency. Councilmembers said the agreement appears to be data- and safety-driven and suitable to ensure timely notification to students and staff.
The council moved, seconded and approved forwarding the MOU to the consent agenda. If approved on consent, the city attorney will finalize signature authority and the city will continue routine communications with the college as described in the agreement.
