The Fergus Falls City Planning Commission on a voice vote approved a conditional use permit and the preliminary and final plat for a proposed tire sales and basic repair facility at 1701 West Lincoln Avenue.
Clara Beck, planning staff, told the commission the site (the former Pine Plaza) is zoned B2 with a small R4 holdover from an earlier plat and that the proposed tire center requires a conditional use permit in B2. Beck said staff found the proposal met required findings and recommended approval, with the condition that once the lot split is recorded the city be notified so the conditional use can be attached to the new parcel.
During public comment, John Clard, owner of JK Sports, asked about project timing and potential impacts to the frontage road and utilities. Beck replied that timing is currently projected for 2026 and that roadway and utility questions would be addressed through the platting process and, if needed, at city council since the council has final authority over roads. She added that the applicant has submitted the stormwater paperwork (SWPPP) required prior to building permit issuance.
After returning the matter to the commission, a member moved to approve the conditional use permit with the staff-recommended condition and the commission carried that motion by voice vote. The commission then reviewed the preliminary and final plat; Moore Engineering’s Josiah Roststead said required utility easement updates and stormwater permit submittals were either complete or in process. The commission approved the plats with the staff conditions referenced in the report.
The approvals clear the way for the lot split and the creation of a parcel to host the tire center, subject to the applicant completing the recorded plat and providing the city the legal description to formally attach the conditional use to the new parcel.
