Toole County approves reappointments, appoints cemetery member and buys road and airport equipment

At its May 12 meeting, Toole County commissioners approved routine personnel reappointments and several equipment purchases and administrative items.
The board reappointed Halley Richmond, Lance Walline, Tracy Kefir and Tracy Dumis to the museum board for three‑year terms expiring 12/31/2028. Commissioners also reappointed Don Appley and Donna Grant to the City/County Planning Board for three‑year terms expiring 4/1/2029, and appointed Jason Hansen to the Northfield County Cemetery Board to replace Kenny Berlot (term to expire 12/31/2028). Each of those items was moved, seconded and approved by voice vote.
On equipment, staff recommended buying a DMI RS650 soil stabilizer (reclaimer) for the road department, to be paid from fund 4050. Staff said comparable new machines can cost about $750,000 and used units about $500,000 but that one example with roughly 1,000 hours had been negotiated to $140,000; commissioners approved the purchase by motion and voice vote. Meeting participants described how the machine pulverizes asphalt and, when combined with polymer and gravel, can produce a durable road surface, with prior testing near Sunburst cited as an example.
The board also approved purchasing a John Deere FC15E rotary mower (15‑foot) for the airport at a cost staff stated as $27,000, to be paid from the 5610 airport fund. Staff noted older airport equipment and a 1986 Ford pickup will be placed on public surplus and proceeds will return to the airport fund.
Commissioners adopted new airport bylaws as recommended after the airport board’s third reading and received a public notice announcing the upcoming public surplus auction for airport and road department equipment (no vote required for the notice). With no further business, the commission adjourned.
