Council accepts clean FY2025 audit, approves Kenosha sidewalk award and drainage fund reallocation

The council accepted the city's annual financial statements for fiscal year 2024–25 after auditors from Arlington Associates delivered a clean report.
"No news is good news," auditor Jake Winkler told the council, reporting a clean audit opinion, no significant deficiencies and no material weaknesses, and a clean uniform guidance opinion for federal grants. Finance Director Cindy Arnold presented the report; council voted to accept the presentation and to publish the required notice of availability under state law.
Separately, staff recommended awarding the Kenosha sidewalk project (fill of an existing gap from Sycamore to Narcissus). Travis Small reported Builder Unlimited submitted the lowest responsible bid at $324,239.76; the council moved and approved the award using available 2018 bond sidewalk funds and street sales tax.
On the consent agenda, the council also accepted a drainage advisory committee recommendation to reallocate 2018 general obligation bond funds from design to construction for drainage improvements in the South Fork Estate subdivision after a resident, Jason Langley, spoke in support of moving the project forward.
What to watch: The audit documents will be published per state statute. Contracts and bond reallocations will proceed to implementation by the engineering and public works departments.
