The City Commission voted to authorize a contract with Dodson's House Moving LLC for $404,256 to move the Neil House to a new site and preserve the structure. The item followed presentations from Larry Love of the Brownsville Historical Association, who outlined the building's historical significance and argued much original fabric remained, and from contractor Gator Dodson, who described the move method, bracing and a six‑to‑eight‑week timetable for the relocation.
Love said the Neil House is among the oldest frame houses in Brownsville and possibly South Texas, described distinctive 19th‑century construction and urged swift action because the building's condition had worsened since earlier inspections. Dodson explained the practical steps for stabilization, lifting and transport, and noted the team would use locally sourced contractors for foundations and site work.
Several commissioners voiced reservations about approving a moving contract before a full restoration cost estimate and fundraising plan were in place. Commissioners and staff said the city had budgeted funds for moving and partial restoration previously and expected Brownsville Historical Association (BHA) to assist with fundraising and to pursue grant opportunities. Staff said BHA had indicated willingness to fundraise and that some grant opportunities would require a long lease; the commission discussed draft terms and accountability mechanisms.
On a roll-call vote the motion to award the moving contract passed 5–2. The commission discussed a two‑year timeline for restoration work after the move and a three‑year window for BHA to pursue fundraising, with management noting the move was time‑sensitive because the building's condition had deteriorated.
Next steps: staff will execute the moving contract, coordinate site preparation and continue working with BHA on fundraising and restoration planning. The commission directed staff to return with further restoration cost estimates and a memorandum of understanding addressing roles and fundraising timelines.
