"This would be to submit requests to be considered as part of the governor's budget and bonding package for 2026," staff said, noting the submission window is open until June 13 and that projects selected for tours gain visibility with state decisionmakers.
Public‑works and finance staff reviewed the city's state aid balances and preliminary project estimates. Staff said the city currently has about $629,000 in state aid construction balance and expects another allocation of roughly $440,000 in January 2026, which would raise available funds to about $1 million before planned draws for projects such as the Point Bridge (staff estimate: ~$378,000) and other street reconstruction and traffic‑signal replacement costs. Staff warned that future signal replacements and reconstruction projects could require significant city shares and that updated cost estimates and contingencies should be included in any bonding request.
Councilmembers supported pursuing a bonding request to present industrial‑park needs to state committees. Council President and others emphasized the need to develop updated cost estimates (including for a gravel stretch in the industrial park) and to identify potential local match sources if a bonding award required a 50% local match.
In the subsequent special meeting the council approved a grant agreement with the Minnesota Pollution Control Agency for industrial‑park master planning and storm‑water modeling. Staff said the grant award — approximately $90,000 — was prepared with help from Windsth and will position the city for future construction grants that require storm‑water modeling.
The grant motion passed on roll call; staff said the award does not require local matching dollars.
Next steps: staff will prepare a bonding application package (including updated cost estimates and contingencies), include the industrial‑park items on the state's tour list where possible, and execute the MPCA grant agreement to begin storm‑water modeling and master‑planning work.
