North St. Paul approves $42,000 change order and $113,432.58 final payment for 7th Avenue project

City Engineer Morgan Dolly told council change order number two addresses added paving (including a Fourth Avenue alley), utility extension work at the Sila Boulevard intersection, additional driveway concrete quantities and non‑metallic conduit for future utility crossings. The net contract increase for the change order totaled just over $42,000, Dolly said; he added there remains ample authorized contingency in the overall bond project and that prior scope reductions left the project under the authorized bond amount.
Dolly also presented final payment voucher number eight and asked the council to adopt a resolution approving a final payment of $113,432.58 to Eureka Construction to close out the contract. Council members said inspections and punch‑list items had been satisfied and approved both the change order and the final payment by voice votes.
Why it matters: the action finalizes construction accounting and releases retainage, allowing the city to close the contract and move the completed street and utility work into maintenance.
