City outlines WSB canvassing under state-funded lead service-line inventory

City staff told the council that a lead service-line inventory and outreach effort is ongoing and is funded by a Minnesota Department of Health grant. The city is using the engineering firm WSB to perform outreach and inventory work on the city's behalf.
Council members were told WSB representatives will contact residents in areas with unknown service-line materials to offer voluntary, grant-funded checks and to document service connections. "WSB is working for the city of North St. Paul. WSB is working for the city of North St. Paul funded through the Department of Health," a staff member said, describing the grant-funded arrangement.
Staff said WSB representatives will be identifiable, carrying WSB credentials and wearing vests, and that canvassers will not force entry. "They should have WSB information, logo, credentials ... and a vest," staff said. Residents may decline access; if they do, staff will leave the home and record the service as unknown in the inventory.
The city manager said the inventory is part of a broader effort to identify lead and galvanized service lines so that the city can apply for replacement grant funds if lines are found. Staff said the grant-funded outreach period wraps up later in October and that the city's website contains more information and contact details for residents who want to schedule inspections or report questions.
Staff committed to follow up on participation metrics (how many residents completed the online self-inspection) and to provide that information to council members.
