North St. Paul to install keyless access across municipal buildings; vendor work to start in weeks

Council members and department heads discussed a recently awarded contract to install a remote keyless card access system in city buildings.
Dan Winnick introduced the initiative as an example of staff–council collaboration. Jason, the fire chief, and John, the electric director, said the chosen vendor (referred to in the workshop as Watchman) already assessed doors and will begin running low-voltage wiring within a few weeks; staff expect heavy installation work to start shortly thereafter. Jason estimated the installation will take “approximately a month and a half to two months” with a hoped-for completion by the end of the year.
John described system features beyond card access: exterior secured access around each building, timed unlock controls, a lockdown/safety button that would notify police, and the potential to add automatic entries for certain delivery or finance functions. Staff said they evaluated cloud-based and local-server options and chose an in-house server as the more cost-efficient choice for their needs.
Council members asked about implementation details and timeline; staff said a few initial crews will run wiring and follow-on work will be scheduled with department operations to minimize disruption. No dollar figure for the contract was provided in the workshop.
