EDA hears downtown façade updates, development leads and student-build house completion

Community Development Director Roberts and other staff briefed the Economic Development Authority on several shorter downtown and program updates.

Staff reported that Article Seven is at full occupancy. Roberts said the façade-improvement program has completed two successful applications and the authority discussed whether to expand the program boundary or consider cases where building occupants (not owners) want improvements or signage; members emphasized that changes should be considered on a case-by-case basis to avoid inconsistent outcomes.

Members suggested working with the local business association and the chamber to get program information to building owners, and discussed whether the VFW’s request could be amended to conform to façade program rules. Outreach options noted included mailing, inserts with utility bills and door-to-door visits in the downtown area.

On development leads, staff said a potential buyer has expressed interest in the Pine Tree site with concepts ranging from townhomes to a gas station with apartments above; staff will bring the lead through standard planning and council review if the proposal moves forward. Staff also reported the student-build house project is complete and on the market; St. Paul College will take over the build program for the next project.

There were no formal actions tied to these updates; members asked staff to continue outreach and return further information as proposals develop.
