EDA approves preliminary 2026 budget and recommends keeping levy at $21,000

The North St. Paul Economic Development Authority on Monday approved a preliminary 2026 budget recommendation and endorsed maintaining the EDA levy at about $21,000, Finance Director Dan Winnick told members during the meeting.
Winnick said the EDA fund held roughly $610,000 in assets and liabilities with about $558,000 in cash and investments as of Dec. 31, 2024. The authority’s budgeted revenues for the year stood at about $267,000, and expenditures to date were reported at just under $74,000, he said. Winnick described the revenue picture as strong and explained he used conservative estimates for market-value adjustments and investment income.
“We’re kind of recommending keeping it the same,” Winnick said, urging members to support the proposed levy and budget. He noted the statute allows a much larger theoretical maximum levy—about $280,000 under current tax base calculations—but said the EDA was comfortable recommending a levy near $21,000.
Winnick also outlined how the EDA levy fits into the city’s broader levy strategy: the city is proposing an overall levy package that includes funds for streets, facilities and parks and is targeting an 8% total levy increase across components in the near term to support the capital improvement plan.
A motion to recommend the preliminary budget and the $21,000 EDA levy was made and seconded; the body approved the recommendation by voice vote (members responded verbally in the affirmative). The recommendation will be included in materials the City Council considers when it certifies the maximum levy at its upcoming meeting.
