The Wright County Planning Commission closed the public hearing on Feb. 12 for a rezoning request by property owner Leonard E. Luedke at 11093 County Road 17 SE and directed staff to prepare findings consistent with denying the request. The Commission also continued the matter for further consideration on March 5, 2026.
Luedke, who described this as his seventh public hearing on the matter, said neighbors had not appeared to object during prior meetings and argued the site is surrounded by smaller residential lots and that his septic is approved. Township staff, however, opposed rezoning consistent with the Land Use Plan’s Agricultural/Residential designation. Commissioners focused on whether the parcel functions as infill or transitional development, noting larger 10‑acre patterns to the south and northeast and the risk of setting inconsistent precedent without showing a unique or rare circumstance.
Commissioner Randy Wilson moved to close the hearing, direct staff to prepare denial findings based on the record, and continue the item to March 5; the motion carried 4–1 (Aye: Mol, Wilson, Mahlberg, Beise; Nay: Bravinder). The Commission’s action directs staff drafting of findings for consideration at the continued hearing; no final rezoning decision was adopted by the County Board at this meeting.
