The Temple City Council authorized the city manager to execute a five-year renewal of the General Services Agreement (GSA) with Los Angeles County that enables contract cities to procure county-provided public works and related services.
The city attorney explained that Mayor Mann and Council member Yu would recuse themselves from this item because of county employment and county ethics obligations; both stepped off the dais and Mayor Pro Tem Chen presided over the item.
City Manager Brian Cook described the GSA as Temple City's multi-service procurement agreement with the county that covers public works support, traffic control, street-lighting services and other county-supplied operations. When asked about cost control, staff said the county and the city set rates through fee studies and the county may only charge the cost for its service rather than use the agreement as a revenue source.
With the two members recused, the remaining council members authorized the city manager to execute the renewal by roll-call vote. Staff told council that detailed rates and the county master-fee schedule are available through the departments that provide each service and that some fees are updated annually by the county.
