Finance committee asks Stantec to model 'flattening' stormwater‑fee scenarios before FY27

Members of the Annapolis Finance Committee asked staff and consultant Stantec on May 11 to run alternative scenarios for the city’s stormwater fee, including options to smooth or “flatten” large single-year increases.
Committee members said the proposed schedule—15% in year one and 7% in subsequent years—could be softened to ease ratepayer impact. One member asked whether a 10% annual increase or other multi-year averaging would produce more stable out-years. "So would it make sense to take action with the budget?" a committee member asked, urging the committee to either submit an amendment now or defer until Stantec returns scenario results.
Budget staff confirmed the deadline for amendment submission was that day and committed to following up; acting City Manager Jackie Geld and budget analyst Capri Turner agreed to ensure the scenarios and any amendment language are submitted to the clerk if received after the deadline.
The committee also recommended an amendment to adopt the new stormwater calculation methodology (impervious-surface fee) recommended by Stantec, and said that if the consultant’s numbers support flattening increases, the committee could convert that recommendation into a formal amendment prior to council consideration.
Next steps: staff will request the requested scenarios from Stantec and, if received in time, file amendment language; otherwise the committee will submit an amendment and update it later if modeling warrants change.
