Board reviews broad policy package; service-animal and athletic eligibility items prompt separate follow-up

Greg Davis, the district—s executive director for human resources and policy, presented a batch of recommended policy updates to align Clover Park—s policies with model language and recent state laws. Changes proposed covered service animals (policy 2030), federal/state-funded instructional programs (2110), co-curricular and interscholastic activities (2150, 2151), special education and related services (2161), grading and promotion (242, 2421), credit equivalency and mastery-based options (2409, 2413), community service and graduation waivers (2414, 2418), and two 6000-series policies including gifts/donations (6114) and construction financing (6910).
Board discussion singled out two items for further action. On policy 2030 (service animals), trustees debated language that follows state law—s definition (dogs and miniature horses) versus broader wording that would say "animal" to be more inclusive. Several board members expressed concern about excluding unusual service animals; others noted the district must conform to Washington law and that the model language was provided by WASDA. The board agreed to follow the state-defined language in the draft but discussed options and phrasing.
On policy 2151 (interscholastic activities), trustees raised concerns about binary references to "male" and "female" and asked for more time and alternative language that recognizes gender complexity while complying with WAC and state athletic rules. The board decided to pull 2151 from the consent/second-reading package and return it for further discussion at an April workshop, and staff said they would propose possible wording or disclaimers for review.
Other policy revisions were described as technical updates to align with revised state statutes and WAC citations; changes to gifts/donations raised the threshold requiring board approval from $5,000 to $10,000. Staff told the board they will correct minor typographical errors identified during questions and will bring the updated package back for the next hearing cycle with 2151 held for separate consideration.
